Abstract: The main characteristic of modern socio-economic development is the use of digital information technologies, in particular, the use of generative artificial intelligence. Artificial intelligence technologies are developing at a faster pace than originally predicted by specialists and scientists, while the areas of its use of generative artificial intelligence (AI) are also expanding. For example, the world experience of using AI in marketing personnel (selection, selection, formation of a personnel reserve, etc.) and directly in HR processes (onsite adaptation, training, payroll, termination, etc.) suggests that AI makes all processes more transparent, democratic, in compliance with the norms of social justice inherent in AI, which contributes to improving the efficiency of both HR management in the organization and the management system as a whole. The study examined the possibilities of using AI in personnel marketing and personnel management, the main positive aspects, and also paid attention to the main risks in this area. The use of generative artificial intelligence contributes to a multitude of benefits that increase the efficiency of personnel marketing and personnel management in the organization, which helps organizations scale, develop and rationally manage their resources, costs and efficiency.

Abstract: The modern economy is undergoing processes of structural transformation. The economies of developed countries go through these transformations somewhat earlier, and the economies of developing countries - with a time shift. At the same time, one of the general fundamental trends is a decrease in the share of traditional sectors, in particular industry, in the output structure. As a result, there is a transition to a post-industrial economy. The transformation processes do not end there. The quantitatively developing tertiary (service) sector of the economy is also changing its structure. It highlights the creative economy sector, which is based on creative industries. This is a specific sector of the modern service industry. The article analyzes the role of creative industries as a specific sector of the service sector in the context of the transition from an industrial type of production to a post-industrial one. The author emphasizes the influence of creative industries on economic development and innovation, based on an analysis of changes in the structure of employment and the specifics of consumption in developed countries. Particular attention is paid to how the expansion and deepening of creative industries contributes to economic progress, greater innovation and changes in the nature and structure of employment, transforming society as a whole. The article also examines trends in the development of creative industries and their ability to adapt to the rapidly changing conditions of the global market, emphasizing their role in the formation of a model of sustainable economic and social development. The need to strengthen government support for creative industries is pointed out, because they can become one of the key factors in ensuring Russia's competitiveness in a post-normal world.

Abstract: The article examines the relationships between the elements of competitiveness in order to ensure the innovativeness of business structures. The doctrine, as a system of beliefs and basic principles, serves as the basis for developing a competitiveness strategy in order to enhance the competitive advantages of enterprises. Competitiveness is a multidimensional property, namely, product innovation, plays a big role in achieving a high status in a competitive market. It is necessary to study each element of competitiveness in order to ensure the innovativeness of business structures. Competition forces business structures to improve the quality of their products, use new product components, innovative technologies and innovations in design and sales systems. Business structures in the furniture market need to study the interrelationships of the elements of competitiveness and their impact on the final result. In order to substantiate the doctrine of the interrelations of elements to ensure the innovativeness of business structures, a quality management system for innovations of business structures in the furniture market was defined, built on the blocks of ensuring innovation and quality, quality management and quality improvement, including elements of competitiveness to ensure the innovativeness of business structures: development of a sustainable regulatory framework, creation of the most favorable investment climate and effective competition policy, promoting the innovative activities of business structures, simplifying barriers to doing business in the quality management system of innovations of business structures in the field furniture market. During the research, methods of structural, systemic and functional, quantitative and qualitative analysis, graphic and mathematical methods, and methods of structural and functional modeling were used.

Popov D.A. DEVELOPMENT OF CURRENCY REGULATION OF EXPORT OPERATIONS IN RUSSIAN FEDERATION

Abstract: Export operations are of particular relevance because they are carried out under conditions of uncertainty and high risk. The sanctions economy is caused by a number of factors that have a direct impact on export-oriented enterprises, leading to a number of consequences. Today, export operations are the sector that is regulated by the state in order to develop stable infrastructural links between exporters' organisations and to reduce the sanctions impact on exporters' enterprises. The main task is to provide conditions for the development of export operations, building international cooperation of exporters' organisations, and on the other hand to carry out control functions, as well as to build transparency of information support, to ensure the reliability of foreign exchange operations in terms of export relations. The state has developed a number of measures to reduce risks, one of which is the system of currency regulation and control. Therefore, this topic is topical. The article presents a review of normative acts and highlights the main directions of regulation of export operations on the territory of the Russian Federation. The modern problems of exporters are formulated, the principles of currency regulation of currency control in terms of export operations in modern conditions through digital mechanisms are disclosed.

Krupina N.N. FROM LANDFILL TO CARBON FARM: BUSINESS-MODEL

Abstract: In the context of the climate agenda, a systematic presentation of the scientific, methodological and educational tasks of the carbon landfill is given, the «carbon theme» is designated and the subprocesses (main, accompanying, providing and managerial) of the carbon sequestration process implemented on carbon farm plantations as a potential business-process are highlighted. Based on a comparison of well-known approaches to business modeling of entrepreneurial activity, a research hypothesis was formulated and the interpretation, composition of elements of the carbon farm business model, its value proposition were clarified, and the uniqueness of the final product (services for the absorption and sequestration of carbon by «air-plant-soil» ecosystems) was noted. The distinctive characteristics of the dynamic, complex, sensitive and multifactorial natural process of decarbonization as the basis of the operating cycle are substantiated. It is shown that biological features of the business process generate various risks, this does not guarantee sustainable profit generation. A three-link value chain and a business-model mind-map are proposed, which can serve as a working tool for planning, monitoring, diagnostics and critical analysis of the commercialization of an ecosystem service in the context of the emerging sequestration (decarbonization) industry. The scientific novelty of the work consists in adapting the management template «business-model» proven by the practice of industrial enterprises in relation to the new ecosystem service decarbonization», which is a natural result of the transformation of carbon polygons into carbon farms as business entities.

Baltsezhak M.S. COMPARATIVE ANALYSIS OF AUTHOR'S METHODOLOGIES OF SUSTAINABLE DEVELOPMENT ASSESSMENT AT THE REGIONAL LEVEL

Abstract: Measurement of sustainable development is a separate area of research necessary for the formation and adoption of management decisions related to the development of the country's regions. The article presents a comparative analysis of various approaches and methodologies of domestic authors to assess sustainable development at the regional level. The study reveals the prevailing sources of information in the methodologies, the principles of selection of indicators and distribution by groups, methods and tools of assessment, interpretation of results, territorial coverage of approbation. Most authors adhere to the approach of deriving a consolidated aggregate index in combination with integral indicators for each component of sustainable development of the region, expanding the possibilities of interpreting the results. When forming the composition of indicators, choosing approaches and methods of measurement, researchers take into account the degree of severity of problems in achieving sustainable development goals in the region. At the same time, the principle of equal value of each component of sustainable development in accordance with the triune concept is not taken into account by all authors. In recent works, the wide inclusion of environmental indicators is recorded, which is due to the relevance of the implementation of the concepts of “low-carbon” and “green” economy. In general, the methodologies used to assess the sustainable development of regions have both advantages and disadvantages and are related to the objectives of researchers.

Abstract: The article is devoted to the study of the peculiarities of the development of the medical services market in the Russian Federation in conditions of increased environmental factors, which requires not only individualization of approaches to each of the participants, but also clarification of theoretical provisions that generate variability in the process of further ensuring the effective functioning of the medical services market. The regional aspect in the process of functioning of the medical services market in the Russian Federation becomes an additional factor of accounting. The purpose of this article is to study the established practice of providing medical services to the population of the country, depending on both external influences, government regulation measures, and the development of related industries. As part of the study, the essential provisions of the functioning of the medical services market in Russia were studied, the main participants in the medical services market were identified, and solutions were proposed to optimize the process of providing medical services in new economic conditions for Russia. The study shows that new challenges bring not only threats, but also opportunities. However, in order to effectively use such opportunities, it is necessary to increase the systemic understanding of the role of the state in the formation and development of the medical services market at the regional level.

Abstract: The livestock industry is a fundamental part of agriculture. The relevance of developing a sustainable livestock development system is due to a number of global and local factors that have a significant impact on modern agricultural systems. The article examines the current state of the livestock industry in the Russian Federation, as well as in the Nizhny Novgorod region. Ensuring the sustainable development of animal husbandry is an important aspect in the formation and assessment of the country's food security. Criteria for the sustainable development of the industry can serve not only economic indicators, including profitability, gross profit, etc., as well as indicators of social sustainability, which include the quality of life of the population, the development of human resources, etc., but also directly indicators characterizing the production of livestock products, the preservation of animal health, etc. In this regard, measures to ensure sustainable development are of particular relevance.
In order to determine the main directions of development, we have compiled a strategic map. The strategic map serves as a tool for visualizing, planning and implementing a development strategy, taking into account many factors and stakeholders. The development of a strategic map for the sustainable development of livestock is a key element for achieving a balance between economic efficiency, social justice and environmental sustainability. A methodological tool for drawing up a strategic map has been developed, providing a systematic approach to the issue under consideration with the allocation of the following "pools": human resources, innovation, financing, as well as active marketing.

Tretyakova L.A., Azarova N.A. CONCEPTUAL FOUNDATIONS OF SUSTAINABLE ECONOMIC DEVELOPMENT OF TERRITORIES BASED ON INNOVATIVE PRODUCTION CONCENTRATION PROTOCOLS
Abstract: In this article, the subject of study is a list of unified procedures, the consistent implementation of which will ensure the achievement of the goal of sustainable economic development of both industries and territories based on innovative production concentration protocols. The purpose of the study is to determine the conceptual foundations of sustainable economic development of territories and optimal innovative options for economic development. The development of concretizing tools and the identification of the technological essence and phasing based on innovative production concentration protocols is an urgent task. The multicomponence of the provisions of the concepts of sustainable economic development of territories based on innovative production concentration protocols lies in the sectoral approach to innovative scaling of the economy, the need to develop an assessment of regional potential in the concept of innovative scaling of the economy to ensure its sustainable development, the development of adequate directions for stimulating innovative development acceptable to any subject of the Federation, the introduction of the resulting block into its structure, including the definition of the expected effects from the implementation of the concept, with the separation of these effects by initiators of innovative scaling.
Also in this article, in order to identify the foundations of sustainable economic development and identify the optimal options for their congruence, the structure and content of the concept of sustainable economic development of territories based on innovative production concentration protocols are developed; the logic of developing the concept of sustainable economic development of territories is revealed.
