Antonov A.M., Popova A.A. FACTORS AND INDICATORS OF ENVIRONMENTAL PROTECTION ASSESSMENT. REGIONAL ASPECT: СENTRAL FOREST-STEPPE OF THE EUROPEAN PART OF RUSSIA

Abstract: The environmental management assessment factors and indicators is basis for ecosystems sustainability analyzing and the effectiveness of environmental measures. This article presents an analysis of these factors and indicators, taking into account the Central Forest-Steppe regional specifics. Three levels of factors and indicators have been identified for all protected areas: basic (taking into account quantitative and institutional characteristics, statistical and reporting information), medium (taking into account the impact of anthropogenic and abiotic factors, and information about the current ecological state), and maximum (taking into account long-term changes in ecosystems and providing strategic and predictive information). In areas with low forest cover, the "area of protected areas" indicator becomes less informative. The importance of spatial indicators (landscape connectivity, fragmentation coefficient, and protected area compactness index) is increasing. The second and third regional aspects will be the level of agricultural and recreational load. The formation of a system of factors and indicators of environmental management shows pronounced regional specificity, which is due to the mosaic of natural communities, the high degree of agricultural development, and the relatively low forest cover of the region. The typology of natural communities of the Voronezh Region and the applicability of factors and indicators of environmental management (for forest, steppe, and meadow-steppe, aquatic, and floodplain ecosystems) are presented. It is possible to create a unified regional system of protected areas that clearly defines the current biodiversity of the region and establishes reserves for its preservation by assessing the results of environmental management using the maximum level of indicators.

Abstract: В работе исследованы теоретические и прикладные аспекты формирования архитектуры интегрированной технологической платформы управления бизнес-процессами предприятий нефтегазового сектора экономики в условиях ужесточения углеродного регулирования и роста волатильности глобальных энергетических рынков. Систематизированы современные цифровые решения, применяемые в нефтегазовой бизнесе, и оценен их вклад в реализацию принципов ESG. Обоснован переход от изолированного использования разрозненных цифровых инструментов к единой платформенной архитектуре, обеспечивающей сквозную интеграцию транспортного планирования, телеметрического мониторинга, электронного документооборота, клиентских сервисов и ESG-учета. Разработана архитектура технологической платформы, отражающая взаимосвязь ее функциональных модулей и определены механизмы автоматизированного расчета углеродного следа перевозок на основе первичных телематических данных. Показано, что предложенное архитектурное решение создает предпосылки для снижения транзакционных издержек на подготовку верифицированной климатической отчетности, повышения операционной эффективности и монетизации сокращения выбросов через механизмы национального углеродного рынка. Проведен анализ вовлеченности отечественного бизнеса в климатическую повестку и влияния углеродного регулирования на эффективность показателей деятельности предприятий нефтегазового сектора экономики. Систематизированы инновационные решения по внедрению ESG-принципов в деятельность предприятий нефтегазового сектора экономики.

Rafailov M.K. THE SPECIFICS OF FORESTRY IN THE CONTEXT OF STRATEGIC PLANNING

Abstract: Purpose: to analyze the specifics of forestry in order to improve methodological approaches to strategic planning of the industry. Discussion: the article is devoted to the problems of sectoral strategic planning in the field of forest relations. Results: it is concluded that the system of strategic forestry planning is characterized by long-term reforestation processes in conditions of conflict of short-term and long-term interests of subjects of forest relations with uncertainty of the forecast values of socio-economic and environmental parameters in the long term. In the applied aspect, an imbalance has been identified in the state forest management system at the junction of the intersectoral interface of forestry and the forest industry, which consists in a gap in programmatic and targeted planning at the level of state programs in terms of logging activities. The key characteristics of the specifics of forestry in the context of strategic planning are systematized and the basic principles and objectives of strategic forestry planning are formulated. The research can be used in the development of strategies, programs and projects in the field of forestry and the forest industry.

FUNCTIONING AND DEVELOPMENT OF REGIONAL ECONOMY

Abstract: This article examines the mechanisms by which public procurement influences regional development in the Russian Federation and develops practical recommendations for enhancing this influence in the current context of sanctions and the need to achieve technological sovereignty. The study identifies four groups of Russian regions based on their level of involvement in the public procurement system: leading regions (Moscow, St. Petersburg, and the Moscow and Leningrad regions), industrially developed regions (Tatarstan, Sverdlovsk Region, Krasnoyarsk Region, etc.), regions with an average level of participation, and outsider regions. It is shown that the existing regional differentiation creates a vicious circle: regions with low levels of participation are deprived of development impetus, further reducing their competitiveness. Key barriers for regional producers are identified, and measures for improving legislation and developing institutional support for public procurement in the regions are systematized. Recommendations have been developed for federal, regional, and municipal authorities, as well as for the business community, to mobilize the potential of public procurement for regional development. The study found that public procurement represents a powerful, yet underutilized, tool for regional development. Given sanctions restrictions and the need for import substitution, the role of public procurement as an economic policy tool is significantly increasing. Implementing the proposed recommendations will achieve significant economic, social, and strategic benefits. Transforming the public procurement system into a driver of regional development requires the concerted efforts of all levels of government and the business community.

Borisov V.A., Yakovleva E.A. REGULATION OF REGIONAL IMBALANCES: A FACTORIAL APPROACH IN THE STATE POLICY OF SPATIAL DEVELOPMENT

Abstract: The article examines modern points of view on the factors smoothing out regional disparities, as well as the possibilities of state influence on these factors during the implementation of the policy of spatial development of territories. The views of domestic and foreign authors on the composition of such factors, their mechanism and priority are studied. A critical review of opinions is carried out, the advantages and disadvantages of each of the approaches are identified. Based on the results of the study, it is concluded that in most of the considered approaches, factors are not considered in terms of the degree of controllability, which could serve as a guide for prioritizing the impact of state regulation on them. In addition, a common drawback is the difficulty of applying the approaches in practice due to their multifactorial nature. The author’s classification of factors smoothing out regional disparities is proposed, which differs from other approaches in the following aspects: taking into account the multifactorial nature of regional disparities by identifying factors of different origins; taking into account the degree of controllability of factors; lack of duplication of factors; measurability of factors; applicability of the classification both at the interregional and global (national) levels.

Abstract: This article presents a comprehensive analysis of the labor potential and socioeconomic environment of the Tambov Region, which are considered systemically important determinants of its sustainable economic development. The study is based on statistical data, scientific sources, and regional strategic documents, allowing for a comprehensive assessment of the current state of key economic sectors. Particular emphasis is placed on identifying the region's competitive advantages, as well as assessing the employment structure, the role of small and medium-sized businesses, the dynamics of socioeconomic indicators, and the characteristics of the investment climate.
Based on the analysis, it is concluded that the regional economy faces various structural constraints that hinder the further realization of the region's economic potential. The most significant factors include demographic imbalances, the outflow of skilled personnel, and the insufficient level of institutional and economic development in the small and medium-sized enterprise sector. In this regard, scientific research into measures aimed at overcoming these barriers is particularly relevant, as they can enhance the region's competitiveness and identify ways to improve the quality of life. The modernization and digitalization of traditional industries should be considered as key areas for the region's further development, through the lens of stimulating entrepreneurial activity, in order to create more favorable conditions for attracting investment into the region's economy. The study summarized the key strengths and weaknesses of the regional economy and formulated a set of state and institutional support measures aimed at sustainable socioeconomic development.
Specifically, to attract and retain qualified personnel, it is recommended to expand targeted training, implement preferential mortgage lending programs, and develop rural infrastructure. Support for small and medium-sized businesses includes strengthening grant mechanisms, primarily in the agricultural sector, expanding the network of "My Business" centers, and promoting regional products under the unified "Tambov Brand" brand. Furthermore, special attention is being paid to addressing demographic issues by creating conditions that enhance both the quality of life and expand opportunities for professional fulfillment.
Taken together, the proposed measures form the basis for ensuring the long-term sustainability of the region's socioeconomic development and are capable of driving improvements in the well-being of the population.

Abstract: In sparsely forested regions such as the Voronezh Region, the limited resource base requires the use of precise tools for capitalizing on natural assets. The traditional approach, viewing forests primarily as a source of timber, reduces the region's true economic potential. Economic valuation of forest resources is becoming a key element in shaping the forest sector's investment attractiveness, enabling quantitative assessment of the hidden investment opportunities arising from the exploitation of ecosystem services and strategic reserves. The objective of this study is to conduct a comprehensive resource assessment of the Voronezh Region's forest fund and, based on this assessment, substantiate strategic directions for attracting investment. This study utilizes data from the Unified Interdepartmental Information and Statistical System (EISIS) for 2022-2024, forest inventory materials, and calculations using cost, ecosystem, and comparative methods. The study's results showed that the total economic value of forest resources, calculated using three approaches, ranges from 926 638, 25 rubles (market value) to 8,9 billion rubles (reproduction value), with an annual ecosystem benefit of 51,8 million rubles. A correlation was found between the completeness of resource assessments and investor interest in processing and recreational projects. It was demonstrated that transparent and verified forest resource assessments enable the region to overcome the "resource paradox" of sparsely forested areas, transforming constraints into competitive advantages for "green" investments, enabling the region to transition from a model of direct forest management to a model of ecosystem capitalization.

Abstract: Based on statistical data on the volume and pace of construction in the Russian Federation, the article highlights the key role of construction for GDP growth. It is shown that problems and risks associated with unfinished construction, design errors, and the quality of material resources are accumulating in construction. A separate problem is the problem of quality control of finished objects, determined primarily by the quality of building materials. It is noted that the existing quality control system in construction does not give the desired result due to the fact that control is carried out autonomously at each stage of the production process with the transfer of control results to the next stage in paper form, which creates a precedent for information distortion, the possibility of making changes, and falsification. The architecture of the information flow control system for monitoring the quality parameters of building materials based on blockchain technology and smart contracts proposed by the authors largely eliminates these shortcomings. However, it is emphasized that the use of blockchain technology and smart contracts in practice is fraught with many legal contradictions, since blockchain technologies and smart contracts do not have a clear legal status, are not fixed in regulations, are not defined in legislation and do not meet established legal criteria. A methodological approach to building a system of regulations regulating the legal basis for the practical application of blockchain technology and smart contracts is formulated.

Abstract: This paper examines the impact of digital innovation on the sustainable territorial development of Russian regions. The objective of the study is to identify the key determinants of digital innovation at the regional level and assess their contribution to reducing territorial disparities and, consequently, regional differentiation. The research methodology includes panel regression analysis, the calculation of the global Moran's I index, and spatial autoregression (SAR). Using Rosstat data, the HSE report "Digital Transformation: Expectations and Reality," and the SKOLKOVO study "Digital Life of Russian Regions," a quantitative analysis of the factors determining the intensity of digital demand and supply was conducted. Human capital (the number of ICT specialists and the proportion of the population with higher education) was found to be a key factor, while differences in per capita income had no statistically significant impact. An econometric model was constructed that explains up to 68% of the interregional variation in digital demand. It is substantiated that narrowing the digital divide promotes equal access to socioeconomic resources and improves quality of life, which is a prerequisite for sustainable territorial development. The study's findings suggest regional policy directions focused on developing human capital and the institutional environment.
